Dean Kyne’s RGV study found that about 87% of the colonia communities studied were located in census tracts classified as having low or very low community resilience. This is a community-location measure, not a finding that 87% of residents have low resilience. The study covers Cameron, Hidalgo, Starr, and Willacy counties and combines Texas colonia records with Census resilience indicators.

Poverty · report released April 23, 2015
The Dallas Fed’s study reported that more than 40% of colonia residents lived below the poverty line; its companion data page reports 42%, using 2011 American Community Survey five-year estimates. Its focus was colonias in Cameron, El Paso, Hidalgo, Maverick, Starr, and Webb counties—not all RGV residents or AltaCair’s service population.
