Outreach Coordinator

Position Summary

The Outreach Coordinator leads community engagement and develops and delivers practical trainings in English and Spanish for colonia residents across the Rio Grande Valley. This role helps residents build leadership, communication, and advocacy skills; understand local decision-making; and take action on community priorities. The coordinator also builds partnerships, organizes community activities, and documents program outcomes.

The position requires a confident bilingual facilitator who can build trust, explain information clearly, and help residents apply what they learn. Work supports AltaCair Foundation’s community health and well-being priorities and follows approved program plans and grant requirements.

Essential Responsibilities

Bilingual training and facilitation

Develop, organize, and independently deliver interactive trainings in English and Spanish on leadership, civic participation, local decision-making, communication, advocacy, and community problem-solving.
Prepare clear bilingual presentations, handouts, and activities suited to adults with different literacy levels, educational backgrounds, and learning needs.
Use discussion, practical examples, role-play, and small-group activities to build skills. Encourage participation, answer questions respectfully, and manage differing perspectives constructively.
Assess participant understanding and confidence through simple learning checks and feedback; adjust instruction and provide follow-up support as needed.

Community outreach and resident leadership

Build sustained relationships with colonia residents through community visits, phone calls, approved messaging channels, and local events. Recruit participants and maintain consistent follow-up.
Facilitate listening sessions and surveys to identify resident priorities. Address participation barriers by coordinating available language, scheduling, transportation, or other support within approved budgets.
Identify and mentor emerging resident leaders; support their participation in advisory groups, community meetings, and leadership opportunities.
Help residents identify concerns, develop possible solutions, prepare questions or public comments, and engage with appropriate officials and partners. Keep residents involved in setting priorities and next steps.

Documentation and program reporting

Maintain accurate outreach, attendance, training, referral, and partnership records. Distinguish unique participants from repeat participation and track progress against assigned deliverables.
Summarize participant learning, feedback, resident priorities, and follow-up results. Prepare timely activity reports and supporting records for program and grant reporting.
Maintain assigned time and expense records, protect participant information, and obtain required consent for photographs or stories. Connect residents to appropriate resources and follow established escalation procedures.

Partnerships and activity coordination

Build relationships with community organizations, schools, faith groups, healthcare partners, and local government to support resident priorities.
Coordinate workshops, community conversations, and partner meetings, including venues, outreach materials, reminders, agendas, attendance, and follow-up actions.
Maintain an outreach calendar and action tracker; coordinate volunteers or resident ambassadors as assigned and communicate implementation barriers to the supervisor.
Support approved, nonpartisan civic engagement and advocacy within organizational policies and grant requirements; refer organizational commitments and policy positions to leadership.

Required Qualifications, Skills and Values.

At least two years of relevant community outreach, organizing, education, program coordination, or resident leadership experience. Substantial relevant volunteer experience will be considered.
Demonstrated experience conducting trainings or educational workshops for adults, including independently facilitating groups and delivering instruction in both English and Spanish.
Strong spoken and written English and Spanish skills, including the ability to explain unfamiliar concepts, respond to questions, and prepare accessible bilingual materials.
Ability to adapt instruction for varied literacy levels, encourage participation, assess understanding, and handle sensitive discussions respectfully.
Strong listening, relationship-building, public-speaking, organization, and follow-through skills; ability to work independently and collaboratively across cultures and perspectives.
Ability to use presentation software, email, spreadsheets, online forms, and participant tracking tools; maintain accurate records and handle confidential information responsibly.

Preferred Qualifications

Experience working with Rio Grande Valley colonia residents; resident leadership development, civic education, or community advocacy; grant-funded programs; or Community Health Worker/promotora training. An associate’s or bachelor’s degree in a related field is preferred; relevant experience may substitute for formal education.

Work Environment

Regular local travel and occasional evening or weekend activities are required. The coordinator must reliably reach assigned communities and perform essential duties with reasonable accommodation. Performance measures include training quality and participant learning, resident recruitment and continued participation, leadership development, follow-through on community priorities, partner coordination, and timely, accurate documentation. Targets will follow approved work plans.

Salary Range – $35,000- $45,000 annually depending on experience and skillset.

Interview Process

Finalists will complete a brief training demonstration in English and Spanish using a community-relevant topic provided in advance. The demonstration will assess clarity, facilitation, participant engagement, and adaptation to different learning needs.
